About Ur Mendoza Jaddou
Founder & Principal, Jaddou Strategies LLC
Ur Mendoza Jaddou is a nationally recognized leader in U.S. immigration law, policy, and government operations. She brings over two decades of public service, legal expertise, and strategic insight to help clients navigate one of the most complex and dynamic areas of American public policy.
Ur served as the Director of U.S. Citizenship and Immigration Services (USCIS)—the nation’s largest immigration benefits agency—where she led more than 20,000 employees and oversaw operations responsible for processing millions of applications annually. As the first woman confirmed by the U.S. Senate to this role, she prioritized transparency, accessibility, and modernizing systems to better serve applicants and the public.
Prior to her leadership at USCIS, Ur held senior positions across government and advocacy, including:
- Chief Counsel at USCIS, where she managed all legal matters for the agency
- Director of DHS Watch at America’s Voice, a government accountability project
- Chief Counsel to the House Subcommittee on Immigration, advising members of Congress on legislation and oversight
- Deputy Assistant Secretary for Legislative Affairs at the U.S. Department of State
Through these roles, she developed a 360-degree understanding of how immigration law is written, interpreted, and implemented—across agencies, legislatures, and public institutions.
Today, through Jaddou Strategies LLC, she advises nonprofit organizations, businesses, advocacy groups, governments, and philanthropic organizations on immigration law, federal agency operations, and public policy strategy. Her work is grounded in clarity, credibility, and a deep commitment to public purpose.
Ur is a first-generation American, the daughter of immigrants from Iraq and Mexico. Her personal story—combined with her professional experience—fuels her dedication to helping others navigate immigration systems with integrity and impact.
